Acknowledgement of Indigenous Lands: The BCAS acknowledges that the land on which we meet is within the Traditional territory of the Huu-ay-aht First Nations where indigenous peoples have lived since time immemorial.

ROAD UPDATE - Kevin Gordon

Please find the report attached.

Questions:

  1. Will the project be completed? Yes
  2. When will it be completed? By the end of September this year. It depends somewhat on the weather but there are 12 different places for paving and that is time consuming. It is possible that it might be finished at the end of August.
  3. Why are slopes over 8% chosen to be paved? (Total of 15kms to be paved)

Logging trucks will chew up seal coated surfaces on the slopes because of their weight.

  1. Who will maintain the road once completed? That is under discussion.
  2. Will icy and snowy conditions be addressed re: maintenance? Yes but that is a different type of maintenance including sanding, salting and plowing.

 

ACRD DIRECTOR’S REPORT - Bob Beckett

1. Official Community Plan process

ACRD staff have identified that the work plan is for the Bamfield OCP and Long Beach OCP reviews to start after the Zoning Bylaw is finished. Staff estimate that the Bamfield OCP review would start this summer/early fall, once a consultant is hired. The first step in what could be a reasonably lengthy process would be an initial meeting or meetings with the Bamfield APC and the Bamfield community. 

Staff will include a complete and detailed work plan as part of the annual ACRD budget process.

2. Westside Federal Wharf

For some time now,  Transport Canada has been actively looking to divest itself of all federal docks including our own Bamfield West Wharf. There has been some interest shown by some individuals regarding this federal program and as such a Zoom meeting was arranged by ACRD staff and attended by senior staff as well as John Mass, James Willock, and myself. Various Transport Canada staff explained the program in detail and we discussed legal status, application process, finances, liabilities and possible next steps.

We also discussed the current state of disrepair and requested that Transport Canada conduct an inspection of the dock and make the necessary repairs as soon as possible.

ACRD identified that the dock is a community asset and any future considerations for transfer of ownership and liability should include ACRD participation and input. Those in attendance also felt that another Zoom meeting with all interested investors and stakeholders would be of value. 

CORRESPONDENCE

Correspondence between Community Affairs and the Road Safety Association (Stefan Ochman) has resulted in the purchase of traffic counters for Brady’s Beach access and the Boardwalk for a total cost of $1000. There will be a presentation for a GIA to pay for these counters at the next meeting.

Since the last report $6,500 has been paid to the GIA for the ATN Project . This was the surveying of potential docks and trails.                                                                                         

COMMITTEE REPORTS

  1. BCEP-Emergency Preparedness – Bob Schmitt
  • Staff from the Health Clinic checked the BCEP medical supplies at the east side firehall and will be placing an order to replace expired items. The supplies in the west side firehall will also be checked .
  • On January 28 there will be an in-person Table Top exercise to practice the response in an emergency to set up a Reception Centre. This will be run by the Alberni Valley Emergency program. Please get in touch with Bob if you are interested in attending.

2.  Bamfield Community School – Robin Schmitt

  • Money was raised at the Christmas Concert and the Craft Sale so that there is now money to spend on the art programme run by Julie Bradley.
  • Kindergarten registration starts next month.
  • There are now 43 registered students. Three are in Grade 12 and 12 are in Grades 7-12
  • Apparently there are 64 children now residing in Bamfield and Anacla.

3. Bamfield Community School Association – from Jaslyn Herbel presented by Julie Bradley

The Bamfield Community School Association is ready for a fun and exciting month, and we hope to see you at some of the upcoming events and programs! Please check out our website and social media, or contact Jaslyn at bcsacoordinator@gmail.com for information about our programs and events.

  • If you'd like to exercise in a supportive and low-pressure environment, come to drop-in Circuit Training at the school gym this Wednesday between 5-7pm.
  • We are alternating between drop-in Yoga and drop-in Circuit Training each Wednesday evening.
  • The BCSA Dodgeball League is back - register to join a team by this Wednesday to get scheduled into our season of hilarious exercise and friendly competition. We will play Thursday nights from 6:30-8:30pm. If you don't want to commit to a whole season, drop-ins are welcome!
  • Wee ones ages 3-5 and their guardians are invited to Little Buddies Playtime this Thursday, January 19th from 10-11:45am.
  • January's Friday Night Chill was rescheduled due to a power outage - youth 12+ will gather at the school for pizza, games, music, and harm reduction supports this Friday, January 20th.
  • Community members are invited to join us next Thursday, January 26th at 12pm for a Community Lunch at the school. Charlene, the BCSA's wonderful lunch caterer, is preparing a delicious and healthy meal for you to enjoy, and you can stay after lunch for Reading Buddies, which takes place every Thursday afternoon at 1pm.
  • Families are invited to Books and Brunch, our inaugural breakfast and storytime at the community library next Saturday, January 28th from 10-11:30am. Explore the library, read some cute stories, celebrate literacy week, and enjoy Charlene's amazing waffles!
  • The BCSA has partnered with Work BC to offer employment workshops at the Community School, free to the community - join us on February 7th and 8th from 5-6:30pm to learn how to write a great resume and interview with confidence.
  • Finally, the BCSA will also be hiring an Assistant Coordinator in the coming weeks - we encourage you to check out the job posting on our website, and contribute your skills and passion to the Community School Association.

4. Parks - Sheryl Mass

  • During the cold spell water pipes broke within the concrete wall of the main building at ES Centennial Park. This has now been found and repaired so the washrooms are now open again as they are the only public washrooms on the East side.
  • ACRD staff visited ES Centennial Park and West Park. Further work was discussed and the Pavilion at West Park was approved.

5. Road Safety Association- Stefan Ochman

  • Kevin Gordon provided information on the new signage for the road. Suggestions have been made to add more, especially on the hills.

6. Bamfield Huu - ay - aht Community Forest- Stefan Ochman

  • Trees have been felled on the Kiixin road for three community projects. (West Park Pavilion, Community Hall and a new gazebo in ES Centennial Park). They were trucked to Great Central Timber Milling in Port Alberni where they have been milled . The total felling and transportation costs are $5300. Some logs are still in the forest. The wood will be transported to the Frances Barclay.
  • Les Strachan of Lucky Creek Enterprises visited the Community Forest and discussed the possibility of salvage logging within the Community Forest. This will be presented to the Community Forest Board at their next meeting. There is also the possibility of selective helicopter logging to take out individual trees without disturbing the terrain around it.
  • Another trail may be developed near the Transfer station. The proposal must be completed for ICET before Feb 17.

OLD BUSINESS

West Park Revitalization Project- Jan Teversham

  • The frame of the Pavilion is now complete having been erected by Pickles Timber Frames at the end of November.
  • The transparent roof has been installed and further work for guttering , fascia and the ridge cap needs to be completed once the materials arrive.
  • The lumber for the decking- from the Community Forest – should arrive in early February.
  • This means that the Pavilion will be finished by the end of the project period- 31st March 2023.
  • Other aspects of the project will be completed during February and March and include play installations, entry stairway and paths.

The next meeting will be on Tuesday 21 February 2023 at 6.30pm.
